Klara Tulemisovna graduated from the Alma-Ata Institute of National Economy with a degree in Organization of Mechanized Processing of Economic Information, qualifying as an Engineer-Economist in 1990. Later, she continued her education and received a Master’s degree in Standardization, Certification and Metrology from the Akmola University of Technology and Business in 2004, and in 2017 she obtained a Master of Business Administration for managerial personnel from Nazarbayev University.
She is fluent in Kazakh (native) and Russian, with English proficiency at the Pre-Intermediate level. For her professional contributions, she was awarded the honorary title of Honored Metrologist.
Her career began in 1990 as an Accountant at the Experimental Creative Laboratory RUKH in Almaty. Over the following years, she held a number of positions in higher education institutions and government agencies, including Senior Laboratory Assistant at the Department of Agricultural Economics of the Alma-Ata Zoo-Veterinary Institute, part-time Lecturer at the Alma-Ata Technological College, and Specialist in the Department of Accounting and Reporting at the Ministry of Science and New Technologies of the Republic of Kazakhstan. Between 1995 and 2001, she worked in leading roles in the financial and production departments of NAC “Technosystem,” and later as Chief Accountant of the Committee for Standardization, Metrology and Certification.
From 2001 to 2003, she served as Director of the Department for State Reserves and Finance and Chief Accountant of the Agency for State Material Reserves in Astana. She subsequently became Deputy Director General of the Kazakhstan Institute of Metrology, and later of the Kazakhstan Institute of Standardization and Certification. From 2008 to 2011, she headed the Department of State Procurement and Financial and Personnel Work of the Committee for Technical Regulation and Metrology.
Since 2011, her professional activity has been closely connected with Nazarbayev University. She held positions as Managing Director of the Center for Life Sciences, Deputy Director General of the private institution “USM,” and Chief Operating Officer as a member of the Directorate of the Nazarbayev University Research and Innovation System.
Since August 2021, Klara Tulemisovna Isakova has been serving as a Member of the Board and Vice-Rector for Administrative and Financial Affairs at Abai Kazakh National Pedagogical University.
Since 2023, Klara Tulemisovna has been serving as the Chief Financial Officer of Nazarbayev University, contributing her expertise to the university’s financial leadership and strategic growth.
