On June 20, 2025, the GovHR Forum brought together national and international leaders in human resource management, digital governance, and artificial intelligence under the theme “New Systems, Modern Services, Novel Solutions.” Held at the Academy of Public Administration in Astana, the Forum provided a dynamic platform for discussing the future of public service through innovation and technology.
Dr. Atakan Varol, Founding Director of the Institute of Smart Systems and Artificial Intelligence (ISSAI) at Nazarbayev University, was among the distinguished speakers at the Fishbowl Session on Unified HR Systems. His remarks emphasized how AI can enhance decision-making, automate routine operations, and personalize services within government institutions.
Dr. Varol emphasized the importance of using advanced tools like AI to modernize public service. He underscored that as the world continues to evolve rapidly, AI researchers and developers must take into account public psychology and behavioral patterns. This is especially relevant in human resource management, where data-driven systems can enhance workforce analysis, enable more meaningful performance evaluation, and introduce regular, actionable feedback mechanisms. These innovations are essential for improving employee development and the quality of public services.
The Forum gathered thought leaders and practitioners from across Kazakhstan and around the world, including representatives from the United States, South Korea, Rwanda, Mongolia, Tajikistan, and Qatar.. Professor Varol’s contributions reflected ISSAI’s mission to apply cutting-edge AI research for societal benefit, especially in the public sector.
