ISSAI Showcased Generative AI Developments at the ITU Regional Workshop

Between 20–22 August 2025, the International Telecommunication Union (ITU) held the Regional Workshop for the CIS, “Cooperation with ITU: Opportunities for Member States, Sector Members and Academia. ITU Structure and Working Methods Explained.”

The workshop provided a platform to explore opportunities for cooperation within the ITU community, while also clarifying the procedures and operations of ITU’s major conferences and working bodies. Special attention was given to the upcoming World Telecommunication Development Conference 2025 (WTDC-25), which will be held on 17–28 November 2025 in Baku, Azerbaijan.

ISSAI was represented by Executive Director Yerbol Absalyamov, who delivered a presentation on the Institute’s progress in developing generative AI models for the Kazakh language. ISSAI also introduced its latest models — Oylan, Beynele, and MangiSoz.

On August 21, ISSAI took part in panel sessions and discussions on ITU’s structure, the role of academia, WTDC terms and conditions, and ITU’s objectives in the CIS region. On the final day, August 22, ISSAI became one of the headliners of the workshop, presenting live demonstrations of its AI models. These drew strong interest from representatives of Kyrgyzstan’s Ministry of Digital Development, Russia’s Ministry of Digital Development, Moscow’s Scientific Research Center Telecom, International IT University (Almaty), Kyrgyz universities, and the Regional Commonwealth in the Field of Communications.

The event gathered policymakers, regulators, industry leaders, academia, and organizations from across the CIS region, including representatives with leadership roles in ITU-D working bodies.

The audience highlighted ISSAI’s year-on-year progress and its role as a regional leader in AI research. The Institute’s contributions to developing Uzbek and Tatar ASR/TTS systems were especially appreciated, and Kyrgyz State Technical University expressed strong interest in collaborating with ISSAI to build the first Kyrgyz ASR and TTS models.

During the event, Executive Director Yerbol Absalyamov also met with Mr. Zamirbek Kozhomuratov, Vice-Minister of the Ministry of Digital Development of the Kyrgyz Republic. Discussions focused on Kyrgyzstan’s plans to introduce NVIDIA DGX servers, with ISSAI sharing its practical experience in using DGX supercomputers for research purposes.

At the conclusion of the workshop, ITU emphasized Kazakhstan’s growing role within its community and recognized ISSAI as a key representative of Kazakhstan’s academic sector. Regional ITU coordinators encouraged ISSAI to continue contributing its developments and to actively participate in the upcoming WTDC-25 in Baku — the first major international ITU conference to be hosted in the CIS region.
