ISSAI Presented AI Solutions at the Strategic Session on AI Implementation in Public Administration

On August 30, 2025, the Institute of Smart Systems and Artificial Intelligence (ISSAI) at Nazarbayev University took part in the brainstorming session “Artificial Intelligence: Forming a Portfolio of Projects in the System of the Office of the President of Kazakhstan,” held at the Independence Palace in Astana. The event gathered representatives from government bodies, academia, and the private sector to discuss the integration of AI solutions into the activities of public administration institutions, with a particular focus on healthcare, HR, media, and tourism.

From ISSAI, Amina Baikenova, Deputy Director for Products and External Relations, presented the institute’s latest AI developments. She introduced Oylan2, a multilingual multimodal AI assistant capable of working in Kazakh, Russian, and English, supporting text, voice queries and image analysis. She also spoke about MangiSoz, a speech recognition, synthesis, and translation system providing high accuracy in real-world conditions in several languages, as well as Beynele, a culturally adaptive image generation model that produces visual content reflecting national identity. In addition, she showcased TilSync, a tool for real-time subtitling and translation designed for video conferencing and streaming, and Mangitas 02, a high-performance server for secure offline deployment of AI technologies in government institutions.

These products sparked significant interest among participants, especially in the field of medicine, where the sensitivity of patient data makes secure local deployment crucial. Many participants noted that ISSAI’s Mangitas 02 could offer an effective solution to these challenges.

ISSAI’s team also took part in strategic discussions during the session, contributing to working tables dedicated to medicine, HR, media, and tourism. The institute was also represented by data scientists Anuar Aryngazin, Akylbek Maksutov, and Rakhat Meiramov. Their contributions emphasized practical applications of ISSAI’s technologies for national priorities and the importance of advancing AI for the benefit of society.
