ISSAI Delivers a Practical AI Lecture at the Constitutional Court of the Republic of Kazakhstan

On September 4, representatives of the Institute of Smart Systems and Artificial Intelligence (ISSAI) at Nazarbayev University delivered a practical lecture for the staff of the Constitutional Court of the Republic of Kazakhstan, focusing on the use of Kazakhstan-developed artificial intelligence technologies and ISSAI products in everyday professional work.

The lecture was delivered by Amina Baikenova, Deputy Director for Products and External Affairs at ISSAI, and Ulzhan Alibek, External Affairs Manager at ISSAI.

During the session, participants were introduced to ISSAI Playground, a platform that provides access to ISSAI’s AI models and tools. The lecture combined an overview of the technologies with practical demonstrations of how AI can support work with documents, text, speech, translation, and multilingual communication.

Participants explored the key products available within the ISSAI ecosystem:

Oylan — multimodal AI that understands the world.
Oylan processes text, speech, and images within a single intelligent system with advanced reasoning capabilities. It supports Kazakh, Russian, and English, including the Kazakh Latin script. Oylan can analyze images and documents, extract text using OCR, interpret charts and tables, answer visual questions, recognize and analyze speech, and work with audio content. Its Retrieval-Augmented Generation (RAG) capabilities enable grounded responses based on trusted documents, while integrated web search provides access to up-to-date information. Oylan is also available through API integration for enterprise and developer use.

MangiSoz — multilingual speech and language intelligence.
MangiSoz provides speaker diarization, speech recognition, natural-sounding speech synthesis, transcription, translation, and OCR capabilities. It can automatically separate and identify speakers in meetings, interviews, and recordings, as well as process uploaded audio files and documents.

MangiSoz supports 11 languages: Arabic, Azerbaijani, English, Spanish, French, Kazakh, Kyrgyz, Russian, Turkish, Uzbek, and Chinese. Its capabilities can also be integrated into applications, platforms, and enterprise systems through API access.

MangiSoz App — AI-powered communication on the go.
Available for Android and iOS, the MangiSoz mobile application brings real-time transcription, translation, and OCR directly to users’ smartphones, with support for all 11 languages. The app also enables real-time multilingual conversations: each participant can speak in their own language and see the translated conversation on their device, making communication across language barriers more natural and accessible.

TilSync — AI-powered live translation for events and meetings.
TilSync turns speech into real-time text and translation during conferences, presentations, meetings, and discussions. It provides live speech-to-text transcription and instant translation, with subtitles displayed over presentations, video calls, or other desktop applications.

Participants can also connect from their phones via a QR code to follow the original speech, view translations, and listen to the live audio stream. TilSync can display two translated languages simultaneously and automatically saves session recordings, original transcripts, and translated versions.

TilSync currently supports five languages: English, Kazakh, Russian, Chinese, and Turkish.

ISSAI Voice Studio — AI-powered voice synthesis and dubbing.
ISSAI Voice Studio enables users to synthesize natural-sounding speech and dub audio and video while preserving the original speaker’s voice. Its Voice Design Studio provides control over characteristics such as gender, age, pitch, accent, and speaking style, while supporting emotional delivery and natural intonation.

The platform supports six languages — Kazakh, Russian, English, Uzbek, Kyrgyz, and Turkish — and can be used for podcasts, audiobooks, video dubbing, e-learning, news, advertising, IVR systems, games, and other voice-based content.

A key part of the lecture was the practical demonstration of these technologies. Participants had an opportunity to explore how ISSAI tools can support real professional tasks — from analyzing documents and information to transcription, multilingual communication, translation, and voice technologies.

The session marked another step in the collaboration between ISSAI and the Constitutional Court of the Republic of Kazakhstan, providing a foundation for continued knowledge exchange and exploration of practical applications of locally developed AI technologies.

Through such collaborations, ISSAI continues to bridge research and practical application, making Kazakhstan-developed artificial intelligence technologies more accessible to public institutions and supporting the broader adoption of AI tools developed with the country’s linguistic and cultural context in mind.
