On September 4, 2025, the Institute of Smart Systems and Artificial Intelligence (ISSAI) at Nazarbayev University welcomed representatives of the Association for the Development of Artificial Intelligence in Kazakhstan (QazAI) to discuss the development of artificial intelligence in Kazakhstan, including the Association’s proposed amendments to the Draft Law of the Republic of Kazakhstan “On Artificial Intelligence.”
The amendments presented by QazAI reflect the Association’s consolidated position and aim to ensure that the upcoming legislation supports both innovation and responsible governance in AI. During the meeting, participants exchanged views on how ISSAI and QazAI can cooperate to strengthen the regulatory framework and promote the sustainable growth of artificial intelligence in Kazakhstan.
The QazAI delegation was represented by Mr. Bakhytzhan Eshmukhambetov, Chairman of QazAI, and Ms. Assel Abakova, Government Relations Director. They outlined the Association’s recommendations and vision for the role of AI in the country’s future digital transformation.
From ISSAI, the meeting was attended by Dr. Huseyin Atakan Varol, Founding Director; Mr. Yerbol Absalyamov, Executive Director; Ms. Amina Baikenova, Acting Deputy Director for Product Development; Mr. Alaidar Amirseiit, Government Relations Manager; and Ms. Aigerim Sarsenova, Senior External Affairs Manager. Ms. Sarsenova delivered an introductory presentation about ISSAI and highlighted the Institute’s key AI research projects and products.
In addition to the legal and regulatory aspects, both sides also touched upon other pressing issues in AI development, including the importance of industry-academia collaboration, ethical considerations, and the need for building strong local expertise.
The meeting concluded with an agreement to continue working together and to explore practical avenues for collaboration in advancing AI research, regulation, and application in Kazakhstan.
